P&L30/26 Clerk’s Report:
In line with the email sent by the Clerk on the 12th February, in relation to operational changes for meetings, the PowerPoint presentation was no longer being used in the Planning & Licencing meetings as all the information was available to members on the Shared Drive.
P&L21/26 – the response to Appeal Notification 6003039 had been submitted and the offer of support to St Dennis Parish Council had been sent, the response received had been circulated to members.
P&L24/26 – the Expression of Interest for the Community Highways Improvement Programme (CHIP) 2026 – 2029 had been completed and submitted on 12th February.
A 5-day protocol had been received from Cornwall Council on planning application 25/02936 – construction of a predominantly underground cable route connecting Trelion Solar Farm to the electricity grid at the National Grid Indian Queens substation. The response from the panel was option 3 – maintain the council’s objection to this application and requested that it be considered by Cornwall Council’s Planning Committee.
The significant issues previously raised by the parish council had not been fully addressed, and members of the panel did not consider it appropriate for this application to be determined under delegated authority, due to the association with the Trelion solar farm application (PA24/05312). Assessing this cable route application in isolation risked overlooking the cumulative effects on landscape character, infrastructure, and our local community, which was inconsistent with the Planning Practice Guidance for Renewable and Low Carbon Energy.
The panel noted the case officer’s comment that approval was “subject to agreement to all the conditions from the applicant.” However, it was not possible for the parish council to support or withdraw its objection without full details of all proposed conditions to ensure that our specific concerns are mitigated.
Finally, there are still high levels of local community concern, particularly in relation to the associated Trelion solar farm application, and these concerns must be brought before Cornwall Council’s Planning Committee for a decision.
P&L31/26 Parish Councillor’s Reports:
Cllr Tina Patterson and Cllr David Coles spoke on attending a recent Tregargus Trust meeting.
Cllr Mike Berryman spoke on the delivering the leaflets on Parish Council services, the precept, and what’s new for 2026/7 in St Stephen.
Cllr Anne Hartshorne and Cllr Julie Broad spoke on the delivering the same leaflets in Whitemoor.

It was
RESOLVED to ratify the decision made on the 5-day protocol by the panel, under the scheme of delegation – Option 2 – reluctantly agree to disagree with the case officer’s recommendation for approval. While members acknowledged the technical assessment provided, they remained concerned that the road is too narrow to safely accommodate the proposed development, particularly in relation to construction and future residential traffic. The panel requested that, should the application be approved, all possible mitigation measures and planning conditions be imposed to address construction traffic and ongoing highway safety concerns.
The Deputy Clerk advised members that the case officer had since responded, stating they would condition a detailed/strict highway management plan.
