The Deputy Clerk advised members that correspondence, in relation to planning application 26/02227, had been received and circulated prior to the meeting.

One member of the public joined the meeting at 6:40pm.

One member of the public spoke in objection to planning application 26/02227, no questions were asked.

One member of the public spoke in objection to planning application 26/02227, no questions were asked.

A representative for the applicant of planning application 26/02227 spoke on the application and took questions that included the reason for using Plymouth Community Homes (PCH) rather than Ocean Housing; parking provisions for residents and visitors and if the width of the road would accommodate on road parking; access for the site and if any alternative access had been considered; how the traffic movements within the report had been calculated; why Lois Lane was included within the address for the application as it hadn’t been included in the pre-planning application and wasn’t related to the development site; if an unofficial Parish Council site visit had taken place and would an official site visit take place; and had Cornwall Council completed the site visit at school drop off/pick up times to witness the concerns being raised. Responses were provided to the relevant questions by the representative, Cllr Nigel Spragg and the Clerk.

A representative from PCH spoke on planning application 26/02227 explained who PCH are, why they are building in Cornwall and took questions that included why the mix of shared ownership and rent had been changed from the pre-planning application; why PCH are being used and not Ocean Housing; had the number of parking spaces per dwelling been changed as it was believed there would be two spaces per dwelling, asked for at the pre-planning application stage, and that there was not enough provision for overspill parking within the site which would inevitably spill into Carkeek Close. Parking was a big concern as the Park Gwyn development had not had enough parking provision provided, now contributing to a large part of the congestion issues at school drop off/pick up times; S106 agreements; funding from Government; and why PCH liked this site for development. Responses were provided to the relevant questions by the representatives from PCH and the applicant.

The applicant for planning application 26/01554 was happy to take questions. No questions were asked.

P&L72/26 Planning Applications

26/02227
Land North Of Carkeeks Close, Lois Lane, St Stephen
Full planning application for the construction of 48 dwellings (including affordable housing) open space, landscaping, and associated infrastructure.

RESOLVED: Object. Members were not opposed in principle to the delivery of 48 affordable homes and recognised the need for such provision within the parish. However, members had grave concerns regarding several material planning considerations namely: highway safety with the access considered to be in wrong location, the current location would have a significant impact on the amenity and safety of residents in Carkeek Close, as well as Brannel School, Rectory Road and Park Gwyn due to the likely increase in traffic generation and vehicle movements; infrastructure capacity with serious concerns regarding the capacity of the existing water network supported by local knowledge of ongoing water pressure issues in the area and the application not demonstrating that the current system could accommodate the additional demand; and detrimental to local and residential amenity with the development likely resulting in increased noise and disturbance to existing residents, both during construction and once occupied.
Proposed by Cllr Nigel Spragg. Seconded by Cllr Steve Oakley. All voted in favour.
