E&C30/26 Community Newsletter:

Members were advised that the management group had released £1,943.10 to the Parish Council to support the continuation of the community newsletter. The Clerk reported that advertising could be charged for, but that this would constitute a business activity for VAT purposes and would therefore need to be monitored carefully. It was also noted that the current advertising charges and publication timetable would need to be reviewed to ensure that important Council updates, including budget-setting information, were included.

The Clerk raised concerns regarding staff capacity in managing both the electronic newsletter and the community newsletter and suggested that the electronic newsletter cease following the September edition and be replaced by the community newsletter, which could also be distributed electronically.

Further concerns were raised about reliance on the operations team to assist with delivery. However, this could be managed through fixed publication dates and potential funded postal delivery. Funding opportunities to be explored included St Dennis & Nanpean Community Trust and Imerys.

Following discussion, it was

RESOLVED to recommend to Full Council that the community newsletter replace the electronic newsletter, with the first edition to be published in December, and that advertising charges be set at:

  • Quarter page: £25.
  • Half page: £50
  • Full page: £100
